Technically, a memory card reader should only be capable of reading memory cards, and not writing data to them.

A memory card writer or writer/reader (since a writer device can read cards), on the other hand, is capable of reading data from and writing data onto a memory card.

However, nowadays you don't find devices which are capable of just read memory cards. Virtually all are capable writing, and therefore reading (especially since they've become cheaper and cheaper).

As for the two products you mentioned they are both capable of reading data from and writing data onto memory cards. The specifications listed for both products state they are capable of writing data.

Technically, Koutech IO-RCM620 USB 2.0 Card Reader should be named Koutech IO-RCM620 USB 2.0 Card Reader / Writer. It's best not to rely on what the product is called. To be sure, check the specifications of the device to see if it's capable of writing.
