Ok, I am wondering, if you are wanting to build a computer for those low end duties, and with a budget of $250, why are you wanting to get individual components, and not a package deal with mobo & CPU, or even the mobo with integrated CPU as suggested in my previous post.... You do know that a Pentium CPU prior to C2D is going to consume MORE power and generate MORE heat than a comparable AMD chip..... and considering the small budget, wouldn't overall power consumption be something to consider with the build also?

As an example, the 900 Mhz P3 I have running next to my media rig right now is MORE than capable of performing EVERY task that you had mentioned in your original post, with no slowdown.
 
lol, well, I didn't receive a response to either of my posts, so I have to assume that either your budget is not too much of a concern, or that you are wanting this computer to do more than you initially stated.....

EDIT: If you are wanting to purchase a PC from someone, I will sell you a P3 900Mhz computer with about 384 Megs of ram, and a 20 or 40 Gig Seagate hard drive, and a CD burner.... with a 15" monitor that has speakers mounted to the side of it.... $250 shipped... within the budget. ;)/EDIT
 
I'll sell you my computer for 250 + shipping. It\ll be a litt more than what Ethereal_Dragon is asking, but better specs than the one he has. (Sorry guy.)
 
I wasn't actually going to sell that computer.... at least not for $250 anyways... just wanted to see what he was going for... still not really sure, since the parts I listed are half as much as your computer, and will be on the same level for the work it will be doing, yet he still wasn't interested... his loss your gain if he bites I suppose...

also another question, lets say i buy a USED computer, and put my hd on it, will it work %100 without ne problems?
 
If you are expecting to put a hard drive in, and turn it on and have it boot, you will likely have issues, as you are using completly different hardware. I would suggest that you format the hard drive, and reinstall the OS to avoid any issues.....

Is there a reason that you are wanting to get a used PC? Are you intimidated by "building" a computer such as the $130 one that I have listed and mentioned multiple times but have yet to get any feed back on the lost cost machine that would perfectly suit your needs.
