I have an old computer (P3 450 with Geforce 4 MX440) hooked up to a television via S-Video cable, and for some reason the top and bottom of the screen is cropped slightly. Normally it isn't a problem, but when watching a subtitled show (usually anime), it cuts of the bottom right where the subtitles are. Is there a way to fix this?

I have the latest Catalyst software installed. The computer is running Windows 98. I play back most files in VLC. The TV is a 20" 4:3 aspect ration (I think) standard-def TV.
