New PC Probs

Ok while putting together my pc last night I went to do a test power up before closing up the case and hooking up the Monitor, keyboard...

After about 3-5 seconds of running its like the power from my PSU gets cut in half. My fans start almost stuttering and the lights (on the fans) start to flicker. This is basically a brand new system (specs in sig). The only thing im using out of my old system is my DVD burner, CD-Rom and Case.
Also so you know i am running 5 case fans right now just to add to the "do you have enough power?" question.
Any ideas??

im surprised you got a pentium 4 in a new system buut oh well too late now it will be good for a while. I dont really like ultra psu's haven't heard great things but that looks like more then enough power for your system soz i cant help but if i had to say just faulty psu.

I went with the P4 due to $$. I was trying to do an upgrade on about a $500 budget.
