I would say yes, but it depends on the quality...

It's recommended that the card needs 30A on the 12V rails..I have a 500w HGE psu with 19A on 12v.

I would Get a new Power supply.
The reccomendation is for the entire system, not the card alone.

HOw much are you willing to spend? 70-100 Is a good range.

I'd recommend a Hiper Type-R 580W. You can get it for around 99$ shipped from Clubit. I've heard very good things about these and I do own one myself. Best PSU I ever had.... A PSU like this should last you quite a while into the future.
