Trying to Install New HD

Hey, I was running out of room so I added a new HD

I installed it and put the jumpers in the right spot and my Bios recognizes it but I guess windows doesn't.

How can I fix this?

START>CONTROL PANEL>ADMINISTRATIVE TOOLS>COMPUTER MANAGEMENT>STORAGE>DISK MANAGEMENT(LOCAL)> right click the new drive to create a partition/format.
