No it does not. I already stated this many times when this question has been asked. Look at your task manager. You will notice nothign, and i mean nothing in there shows Windowsblinds.
So therefor it cant not adversly affect your performance if it isnt running. It replaces the files on startup. Which i also already stated.
Sorry for being so short fused but this question has been asked so many times. I have shown it on every ocassion. A search will show you the screenshots i have posted before which shows absolutely no affect on performance.
