Is an A Drive Necessary?

The SATA Drive installation disk is a CD. Wouldn't it have the drivers on it? If it doesn't, can't I just go to the Seagate site and download the latest drivers after the computer is up and running? Is SATA this much different than ATA or was he just talking about something he doesn't know about?

He doesnt know what he's talking about.
Some older northbridge's used built-in SATA controllers (notably ALi) that could only be loaded with a floppy (like my old Shuttle ST20G5).
But any recent motherboard wont have this limitation and Windows XP SP2 will have almost every generic driver needed to boot up an SATA drive.
