My future computer will not be OC'd or SLI'd or anything of that sort, so is it necessary for my computer to need watercooling or thermal pasting?
My:

CPU will have heatsink/fan
2x 1GB sticks heatspreader
Vid Card will have a fan
PSU will have PFC and a fan
Case 2 80mm fans (side and top)

It depends on what you are doing with it. I would always recomend aftermarket cooling and aftermarket thermal paste. Zalman is a good brand.

if your not overclocking at all then there is no point in watercooling, aftermarketcooling, or aftermarket thermal paste

True because everyone loves sitting next to a jet engine.

if u'r putting the hsf on the cpu yourself, u might as well do something nice for it and put a dab of artic silver 5 on it... it will make your cpu run about 5*C cooler. it will have the same effect if you take the time to take off your gpu's hsf and put a dab on the gpu.

be sure to wipe off the old paste w/ isoprople alcohol first!

just so u know, u should always use thermal paste (stock or aftermarked, doesnt matter) regaurdless of overclocking or not.
