As I said above, for normal use, get an E6300; for overclocking, get an E6400.

what do you mean by desktop cpu's?
 
By "desktop" CPUs I mean processors oriented for home use in a desktop computer. The other two big categories are "server" and "mobile". Servers CPUs trade speed for reliability, and mobile CPUs trade speed for low power consumption. For applications such as gaming, desktop CPUs are the best.

The current desktop CPUs are the Athlon64 family, Sempron64 family and the FX series on the AMD side, and the Celeron family, Pentium 4 family and Core 2 Duo family on the Intel side.

About the times, all of Intel's Core 2 Duo processors get times below 30s at Super Pi 1M. My $187 E6300 does 29.6 seconds at the stock speed of 1.86Ghz. It does around 27s when overclocked to merely 2Ghz. (The list you posted, however, is a bit old, since it doesn't have AMD's new dual-core Athlons)

Concerning your choice of parts, I'd suggest this:

Core 2 Duo E6300 1.86Ghz
Gigabyte GA-965P-S3

It's an excellent combo.

if you plan on buying a mobo dont get anything besides asus many will say other wise even for ocing the the asus boards are good now as they have a 680i chipset

What? Your wording is poor, man. Please type more carefully.

Also, "only get Asus" is a bad advice. There are other good brands on the market (Gigabyte, DFI, etc).

Besides, the Gigabyte board I posted is excellent, and it has been tested much more thoroughly than any Asus board. The 680i chipset is too expensive to be worth considering here.
 
first off those amd super pi times differ greatly from my system. e6400 @ 2.8, 2gb ddr2 800 3-3-3-8 which gets me about 18.7-19s.
second, i would go with the e6300, the multipliers don't mean that much sure its a higher multiplier but in the end they'll both oc to about the same, it just means less stress on your ram. if you get a decent mobo and a good cooler, you might be able to hit 3.6ghz.
if you can scrap together about $140 i would go with the ds3.
