I bought this CPU/ heatsink from Newegg, and its supposed to be arriving today.

I also bought a tube of arctic silver 5

and this case fan

but I diden't think that this CPU/heatsink would come with a thermal pad, so my question is, should I scrape the thermal pad off and use Arctic Silver 5? Or will the pad be sufficient? I'm using a E6400 Core 2 Duo.
The reason I bought all this new stuff is because the stock Heatsink/fan makes my CPU idle at 52C. But it also could be because the exhaust fan came with the case, and is a piece of crap. But I also have 2 80mm front case fans.
any help?
thank you
