Yet another Power supply question

I've seen a lot of graphic card benchmarks ( which include the geforce 8 ) , but I guess I missed this one- http://www.anandtech.com/video/showdoc.aspx?i=2870&p=18. Noted in the bench mark when they used 2 geforce 8s in Sli mode, they recommended 30A on the +12V rail. When I check out the specifications of power supplies with say 2 rails, the +12V1 and +12V2, is it appropriate to add the amps of these rails up to get the total amps?

Also do the number of rails matter either? Cause I'm starting to see a lot of power supplies with 4 rails. Is it better to get a power supply with 2 rails which equal the same amps as a power supply with 4 rails which add up to the same number of amps?
 
From what I've read the higher number of rails the more stable the system, and yes you can add up the amperage on the individual rails to get the total amp output.
