Installing a .sys file

I downloaded this FSB tweaking program and it says I need to install NTIOWP.SYS driver
So I downloaded the driver......now how do I install it?

BTW, what are Halt Disconnect Divisors and Stop Disconnect Divisors? Im able to tweak them, but I have no idea what they are for? Its under this menu called Bus Frequency Divisors.

Its called CPUFSB, and Im not sure what version it is.

Thanks for that info, but still how do I install the driver for this prog?
