Not usually. I noticed in an old Dell laptop that the video system was on a separate board, but the chance that you'll find a compatible board is slim. I have heard about an external PCIe enclosure that houses a desktop GPU and connects to laptop with ExpressCard. I don't have an ExpressCard supporting laptop though.
 
it is possible not all laptops have it but some custom built ones can...its useless though to get a card that equals a shitty pci E one for desktop you pay twice as much, ontop of that if you dont know exactly what your doing shops will charge you probably half the cost of the card to put it in...its possible but almost near useless to do
