Windows XP cant view Other languages

Hi everyone,

I recently just formatted my computer, and now using windows xp and upgraded to sp2.
I installed the language package, everything seemed to work fine; i can view chinese on my internet explorer, can view chinese character on my desktop etc.

Here is the problem, i have couple chinese programs, and when tried installing it, all instructions are shown as some unknown varibles [ Example : æÉæ╩┴æÁdF½╗Æ ].

I tried to search the web online to solve the problem, but cant find anything. It'll be very greatful if any of you can help. I'll be very appreciate. Thanks for reading this article!

those programmers lacks foresight.
some programs are just programed WITHOUT English windows support, those chinese programs are MEANT for CHINESE edition of windows
