Shift + Ctrl + Escape what does it do?

Was reading up on some things that you can do with task manager and the website said to do Shift + Ctrl + Escape with task manager up on screen then go to run and type in taskman

what does Shift+Ctrl+Escape do

On my system, start --> Run --> taskman doesn't do anything. No error either.

CTRL-SHIFT-ESC opens Task Manager.
