Rebooting issue... may be video card?

My friend is having this issue:

His computer used to have 2 Windows editions, XP and Media, on it. He removed the Media edition and made the partition 1 for XP (with PartitionMagic).
Now his pc keeps rebooting right after it gets to the "loading xp" screen. When it reboots he sees a big flash of white light come from his monitor.

I told him to take out his video card and just use the onboard video while troubleshooting the booting problem.

He cannot get into safemode nor can he use the Recovery Console since he doesn't have an original Windows install disk.

What's going on?

We never tryed anything with the memory.. but he claims he got it working now by using his trial version of Vista on disk. Not sure what the problems was.
