i used my brother's hd from his old computer to make an external hd. It still has a bunch of files that no one needs on it (including those for the windows OS), and possibly a/some virus(es). How can I remove all of the files (except for one folder that I need) from the HD?

Pop in the Windows CD, and follow the instructions, just turn the computer off when it's ready to install Windows.

i need to install windows onto the external drive??

i couldnt find the windows disc (probly could if i searched a bit), but when i left clicked on the external drive there was a format option. I clicked it. Everything was erased and i could drag stuff into the drive for a bit, but now it wont let me drag anything into it and it says that it has 0GB free space and 0GB total. After restarting the computer, it doesnt even seem to recognise that there is an external drive.
