Counter Strike and Windows XP.. HELP

I have Windows XP and decided to install Counter Strike Anthology and on both computers, when I go to open it I get a missing/can't find "Steam.dll" error, or something of that nature.

Have any other people playing this game encountered such shinanigans?

Well, Steam get's installed from the get go. The problem is, after everything is installed it won't let me open Counter Strike. However, if my internet connection is on (dial up) it starts this super long update.

I'm wondering if this update needs to be completed before I can run the game. Does anyone recognize this? I swore I completed the update and still had a problem but I think I ****ed it up by accidentally disconnecting..
