Installing an OS on a limited laptop

My friend recently recieved an old (133Mhz) laptop and now needs to install an os on it. Problem is, the BIOS will not boot from CD-ROM and the modular bay can only take either a floppy or a CD-ROM, not both and will not reconize hot-swapping. Is there a way to install an os without buying any new hardware. If so, how?
 
go to www.the-underdogs.org, click on the APPLICATIONS tab, and download DR-DOS. Then download Winimage (Google it probably) and copy all of the images to diskettes. Boot from the first one and copy it all onto the laptop. Then you'll have DOS so you can atleast boot it up. After that, just grab a Windos 95/98 CD and install that sucker.
