Locking Down SMTP Server

Not sure if this is the right place to post this. I'm new here to the forum if I'm in the wrong place please forgive me.

My Exchange 2003 server is locked down so that no e-mail can come in from the internet. All employees have an internal e-mail account and external accounts are given to only people who really need them via another server. It has been brought to my attention that even though users can not receive e-mail from outside the company they can still send e-mail out. Is there a way to lock down the SMPT side of things so that e-mail is only allowed to be sent to user@mydomain.com?
